IRCC’s current instructions list October 27, 2026 as the expiry date for temporary immigration measures for eligible Haitian nationals in Canada. Ottawa residents who may qualify should consult the official instructions promptly.

The extension was announced November 20, 2025; the program page was updated August 28, 2026. It describes fee-exempt applications for an open work permit, study permit or visitor record, subject to eligibility requirements.

For these applications, IRCC requires applicants to be in Canada with valid temporary resident status when applying and when a decision is made. Work and study permit applicants must also meet the applicable admissibility and program requirements.

The underlying policy took effect November 20, 2025. It says applications received before its expiry will be processed under the policy, with other requirements continuing to apply.

Applicants should follow the instructions for their document type and situation. The measures do not guarantee approval or automatically extend an individual’s status.
